Formatting MDX files

MDX is Markdown with JSX, so this formatter applies the Markdown clean-up (heading spacing, blank lines around headings and code fences, aligned tables, trailing whitespace) while leaving import/export lines and JSX tags as written. For example ##Results after an import line becomes ## Results with a blank line on each side, and <Chart data={d} /> is kept unchanged.
